Just to help avoid annoyance in the future, sometimes a frozen elemental will spawn instead of a ice imp (you need to kill all imps to spawn the boss) and you will need to kill the elemental attached to that group along with the imps to spawn the boss. Also, the boss won't spawn if anyone has Vision of the Raven spirit active in their quest log.
